Fran O’Brien is a lawyer/lobbyist practicing statewide exclusively in the area of beverage alcohol. He represents licensees of all types across Pennsylvania on matters of licensing, transactions, and enforcement, as well as banks, developers, local governments, and others with Liquor Code issues. This regularly takes him before the Pennsylvania Liquor Control Board and courts at all levels. Mr. O’Brien has spoken about the liquor laws to innumerable citizen groups, licensee groups, and PBI programs in addition to government regulators from many states.
Mr. O’Brien enjoyed great government experience before going into private practice. For nearly eight years he served as Chief Counsel (general counsel) to the Pennsylvania Liquor Control Board. He also served as an Assistant Attorney General for the Commonwealth of Pennsylvania and Chief Counsel to the Pennsylvania State Police. He received his undergrad and law degrees from Villanova University, where he was a member of the Villanova Law Review.
