Thomas J. Farrell
Thomas J. Farrell PA Disciplinary Board District III

Chief Disciplinary Counsel | A Disciplinary Board, District III

Mr. Farrell was appointed Chief Disciplinary Counsel in 2020. In this role, he oversees disciplinary counsel and other staff throughout the four disciplinary districts in the Commonwealth. Before his appointment, Mr. Farrell was law clerk to the Honorable Gustave Diamond of the U.S. District Court in the Western District of Pennsylvania; a public defender in Brooklyn, NY; an Assistant United States Attorney in Pittsburgh; and an active civil and criminal practitioner, handling cases ranging from charges of capital murder to public corruption and complex white-collar crimes, the defense of lawyers and doctors, whistle-blower cases, and appearances before Congressional committees which were investigating the use of performance-enhancing drugs in Major League Baseball. He is the author of Criminal Defense Tools and Techniques (James Publishing 7th ed. 2017) and co-author of the Third Circuit Criminal Handbook (Matthew Bender, Rev. Ed. 2018). Mr. Farrell received his B.A. degree from Yale University and his J.D. from the New York University School of Law.

Laurie J. Besden
Laurie J. Besden Lawyers Concerned for Lawyers

Laurie Besden is the Executive Director of Lawyers Concerned for Lawyers of Pennsylvania, Inc. (“LCL”). Since 2011, she has served as LCL’s Deputy Executive Director overseeing LCL’s Helpline operations and serving as the primary contact for intervention requests, expanding LCL’s law school outreach, and increasing LCL’s presence within the organized Bench and Bar. As the newly appointed Executive Director, Ms. Besden is now responsible for LCL’s administrative and financial operations as well as Judges Concerned for Judges (judges’ assistance program).

Ms. Besden is a licensed attorney in Pennsylvania (1999) and New Jersey (1999). She practiced law from 1999 through 2001 and 2009-2011 in several capacities including: Attorney-at-law (general civil and criminal practice), East Norriton, PA; Law Clerk (Pennsylvania Superior Court), Philadelphia, PA; Law Clerk (Philadelphia Municipal Court), Philadelphia, PA; She received her B.A. in Criminology and Criminal Justice from the University of Maryland, College Park, MD (1995) and her J.D. from The Dickinson School of Law of the Pennsylvania State University (1999).

Ms. Besden was the 2015 recipient of the Montgomery Bar Association’s Henry Stuckert Miller Award for her dedication to public service in the legal profession.

William L. Adler
William L. Adler Law Office of William L. Adler

William L. Adler, Esquire began practicing law with his father and grandfather in 1983, primarily in the fields of estate administration, estate planning and real estate. He has served on a number of director boards, including that of the Jewish Home of Greater Harrisburg, Neighborhood Dispute Settlement (a volunteer mediation organization) and the Dauphin County Bar Association as chair of the solo committee and the Estate Planning and Probate Section. He started lecturing on retirement planning for attorneys beginning around 2013 for the Dauphin County Bar Association and the Pennsylvania Bar Institute.
